I personally find some true cases, and some cases may be unknown to the player, but not an intention to troll (like Too exposed)
I don’t think a vote can be a good option, personally I would prefer to be able to disarm the spawn that seems to me to be harmful, and personally there are very few cases in which a rally can be harmful
I usually just type in chat which rally point is not good to spawn on.
A few times I’ve built bad ones (and known they weren’t working well) I just make it my primary goal to go break it down.
and there are really very few cases of bad rallies, a long time ago I thought that the second floor manor was a bad rally, but since people learned to fight on the upper floors it became a good option
I get that in that instance its not intended to troll, but if multiple players are noticing that it is too exposed, or just feeding kills to a MG for example, it would be good for that reason.

AI squads can and will spawn on player built rally points, generally whichever is closest to the objective, but if the que is full they will go to others.
A single player being able to disable or destroy an ally’s spawn seems like too much power to a single person, which is why they removed the ability to break them down as allies in the first place I believe (also, didn’t they make them immune to fire and grenades because some people were destroying them that way?)
At least with a vote it would require multiple people’s input so the chances of a single troll disabling it would be lower.
It used to be rather rare for me, but I have seen a small increase in the frequency, especially when the teammate surrounds it with barbwire to force more spawns out of it.
