They were, there are several examples of heavy bombers dropping ordinance in saturation attacks often so close to their own troops that they killed them in Normandy for example.
But we don’t have any of those kinds of bombers in game the biggest we have are medium bombers and they were often used in that role often enough that it’s not beyond the realm of reason.
I would be more than happy to use them in-game and send a v1 rocket to London just for it to land on a farm in United Kingdom 3 miles away, on a normandy match just because

Worth the dev time? No.
But then we could say enlisted as v1 and v2 rockets.
And if the v2 doesn’t team kill my squad on launch like 9 out of 10 times, no fun
