i tried to find it everywhere in logistic but i coudlnt find them
you buy the rifle through the logistic with silver weapons order:
and it should come already with the scope.
for experience, i suggest to keep those silver weapons orders for end tier weapons. and try your luck with bronze orders in the random weapons logistic.
because bronze orders are like, infinite. while silver orders, not so much.

Springfield 1903A1 is the first sniper rifle - top line of rifles - middle item - and yeah it comes with scope even though not pictured - if you mouse over it it shows the sniper icon. the A4 is the later one with an improved sight.
Standard Springfield M1903s are the rifles that the US marines used in vast numbers. The regular army didn’t use them as different supply chains.
So if you’re on about scoping a regular springfield… then you can’t I’m afraid

I’m at level 14 and I still cannot see through the scope… when does it unlock? there is zero information. Is it a secret?

It’s another gun object with scope, not the same gun you have.
