Type 38 rifle with grenade launcher tier

I’ve noticed that despite being in tier 2 of the tree, it’s now classified as a tier 3 weapon. Is that a bug or a feature?

Tiers are different from BR’s

But was it changed? I remember it was tier 2 before and I haven’t noticed any announcements of BR changes.
