No, the in game stats are fake or inaccurate (Euthy usually updates soon after the update is live, until that we dont really trust the in game stats).
Take Sten mk.II as an example, it will have the same dispersion as Uragan (according to stat card)
The recoil is none sense while the dispersion doesnt update with upgrades and shows only the stock which is 15% worse than the max upgraded one have.
Great so add to that 60% recoil control, not 70% like almost every other SMG (including the Sten)
The gun is BAD. Seriously in CQB it kind of outmatches the Obrezh (acc vs DPS) and maybe PPS43??? At mid range it seriously starts loosing out and at 75m it cant compete with PPS42, which is the 1st BR2 SMG research.
Just try it in the test server. I thought it was going to be broken, but u can barely hit the outline of a solider at 30m, While u can full auto entire squads with PPS42 at 100m+
Tldr, its an interesting addition to the otherwise copy paste soviet tree. Thats very good. Its actively inaccurate, which for a partizan SMG makes sense. at best its a situational sidegrade in close quarters.

The Federov BR2 Semi is the actually solid addition in the tree, fastest reload of all BR2 semis I think, highest DPS,
bot soldiers still use Yazikov Pistol, Colt Swartz, S&W Light Rifle as main weapon - specially on longe range while still having their main weapons + ammo
a fix was announced many updates ago but the bugs still exist → so pls take again a look and fix it
HE is also broken once again, e.g. shooting into a gourp of soldiers with 7,5cm gun or higher and only the first soldiers dies OR getting a white hitmarker on the soldier who got a direct frontal hit and only the rest dies → fix is also needed here
with 7.62 damage drop its not even worth firing past 50m with Soviet SMGs not like most combat didnt take place in closer distances in this game, but its CQC abilities are second to none in BR2 and would still be a strong SMG even on BR3.
I did, its super impressive, Im amazed how the F darkflow managed to add a SMG more powercreep than Pps42 to BR2.
We dont know its recoil stats yet but it seems to be between Pps42 and 43, despite having higher fire rate than Pp43 its easy to control.
As I said its dispersion is supposed to be the same as Sten which is 0.81, that is only 0.07 less than Pps42 which has 0.74 dispersion so its still very much usable in street to street.
However I must also mention the 2.2s reload which definitely makes this over powered for BR2, just as a friendly reminder the OVP has only 25 rounds and 2.7s reload, with 0.77 dispersion but is supposed to share the same BR.
the biggest downside to HEAT is that you need to snipe ammo racks and pry the RNG god that you explode the tank (there is a small chance that he only loses the ammo instead of exploding).
I min max soviets. I snipe with PPS42 so much I dont use any other weapon except the BP PP-BV SMG (which is just upgraded PPS42). So 100% disagree. damage drop off doesnt matter much when 7 rounds land in ur chest and head.
Worst accuracy of every Soviet SMG available ingame bar 1.
Ive upgraded it fully and tested it on assaulter 4s.
Doesnt compare to a basic PPS42 past 40m. Ill maybe use it as a secondary for CQB.
Honestly only its slightly larger total ammo capacity is the only upside for me. You guys are crying about the wrong gun.

The overheating of engines goes away in seconds it seems, and they are IMO a bit too good at turning considering their insane speed in comparison to prop planes.
As you said: its a partisan gun, though obrez has worse dispersion. Not that it matters much if you are using it as you should a high DPS close range SMG.
You aren’t supposed to be shooting for long distances with a 0.74 dispersion gun, you probably want something like M3A1 submachine gun which has 0.52 dispersion or a rifle.
In fact, it should be worrying that players use SMGs even for long range rather than rifles.
So basically it won’t be good enough for BR3 because it won’t be a powercreep.
M3A1 has nothing on it (although its ok).
10/5 recoil is not 8/2. its +25% vertical/+150% horizontal better recoil control on the PPS. Thats what matters re follow up shots for full auto sniping.
I think the few SMGs with 2 horizontal recoil are OP; Axis Orita M1941 is premium tho and lower ROF, prem Beretta M38 comes close but only has 20rd clip. TT Jap Type 100 smgs are fantastic, but arguably JP needs it.
tldr Uragan is better than PPS43, which makes sense since it comes after it in TT.
paradoxically its NOT better than PPS42, which is the true GOAT (since it does everything).
Ppsh41 simply surpasses all 3.
Kinda the whole problem, both Pps42 and Pp43 out perform most BR3 SMGs, but Darkflow must love bullying new players since instead of moving these up on BR, more SMGs that were higher are getting lower BR instead, like the Soumi kp26 which was BR4? At merge and now will be BR2 because its a +1 round Pps43.
