“Jungle Fire” update added additional optical devices to many armored vehicles in game, notably periscopes for gunners.
In some tanks, like T-34 1941, gunner can use both while still being able to fully operate main gun, MG and turret:

This two are weird - gunners can’t use periscope, like it doesn’t exist. This despite having gunner periscope visible on X-ray, like with other M4 variants with fully usable periscopes: Jumbo, M4A2, M4A1 76(W).
So what I’m wondering, is this an intended behavior? And, if so, why is this the case? All tanks seem to have gunner controls very close to periscope, it’s not like gunner changes seat to use it, why only on some tanks gunners can operate weaponry while using periscopes?
Dunno about the rest of what you wrote because I haven’t tested it myself, but IRL the Sherman’s gunner periscope does not rotate freely, but is slaved to the turret. The same might be true for the Puma Commander periscope, but I could be wrong about that, I will have to check.
Puma in game have 2 crew in turret -
1st, to the right - “commander”
2nd, to the left “gunner”
Both have additional optics available to them, but they’re unusable right now:
I like the option of having additional opticals (with less zoom than standard scopes) available to gunners. They have wider FoV, it’s easier to navigate around and engage at short range.
Yet, you can’t control weaponry on some vehicles while using gunner periscopes, and I wonder if anything could (or should) be done about it.
Initially T-34 were equipped with two sets of optics: the periscopic and the telescopic one. Not exactly sure whats the difference between them was when it comes to their use, but they both could be used for aiming the cannon.
Starting from T-34-85, tanks came with only a single optical device intended for aiming the cannon, with the periscope being primarily intended for spatial awareness apparently.
