T-28: sharpnel and HE both anti infantry?

T-28’s ammo types description says shrapnel is both anti-tank and anti-infantry, while the HE shell is only anti-infantry.

Do I understand correctly that shrapnel is just better than AP on other tanks against infantry, but HE is still better against infantry than shrapnel?

Shrapnel is shit, but it should actually slaughter infantry if I remember how shrap rounds work correctly

Shrapnel only has 33mm penetration… It’s s**t. Also, it does poorly at AP too.
Just forget about T-28’s AT ability.
