In my opinion, the gacha soldier perk system is entirely toxic to the game design and artificially inflates the silver grind, whilst also wasting a lot of time.
Instead of having to recruit endless numbers of soldiers to get a singular useful soldier with maxed out perk points (indicated by a * next to their points for that category).
I believe that every soldier should eventually reach the max points for their level. When reaching level 5 (6400 exp for that level) the soldier should continue to earn experience. I would say that every 5000 (or 6400 if you really want) should increase one of the soldiers NON MAXED perks by a level. Lets say we recruit a rifleman 2 whos max perks at level 5 will be 18-18-18.
When our soldier in this example reaches level 5, he actually only has 16-18-17
After another 5000 experience, he will level up to 17-18-17
Another 5000, 18-18-17, and then finally another level up to 18-18-18
This would retain the feel that the gacha system is going for, not all soldiers are as experienced as eachother. But, after using a soldier for many battles, they have gained experience and knowledge, improving their skills and unlocking those final perk points (if we remember that this is a game and the 8 times he died doing so don’t count 
)

There’s another problem this would help fix: many older gold order/unique soldiers have less than ideal perk points, and can’t even take vitality, making them pretty pointless. I’d love to see something like this not just to make the rerolling for good points on regular soldiers better, but also so older unique soldiers actually have a purpose.
Also, to add to that - it would be nice if soldiers could be “prestiged” somehow so, say, an assaulter III unique soldier could be upgraded to assaulter IV while keeping the 20% xp bonus unique soldiers get.

New players get max perk rolls on gold order soldiers received from silver chests. As someone who received these soldiers when they first released, this is unacceptable. Veteran players must have the best stuff always (:

As someone who has all of their soldiers with max perk points. I would never wish anyone to experience the amount of pain and suffering that I went through to get max perks

Nope, those older soldiers still roll random perks from the boxes, they are crap
Honestly fix the perks so they are always the same and get rid of the RNG entirely from the perk points. this would allow them to add perk selections to soldier presets

If anyone wants to make them different, let the max perks be like 18-19-18 or 19-18-18 or 18-18-19 but no 19-19-19.
