Silver orders giving you a guaranteed item is a great improvement over bronze orders, but they can be much better.
Currently, a silver troop order may give you a level 2 to 5 soldier of your chosen class.
A silver weapon order may give an upgraded, or maxed out weapon of your chosen model.
Both of these are very much luck based, as a level 2 soldier is only worth 3 level 1 soldiers, while a level 5 soldier is worth 81 level 1 soldiers. So one order may be worth 27x as much gear just because of luck. Weapon orders are very similar.
As such, I want to suggest that both orders should start out at 1 higher minimum level for what they drop, while capping out at 1 lower maximum level. For example, a troop order would drop level 3 or level 4 soldiers. This would remove the luck factor by a significant margin.
For weapons, They have a maximum of 3 upgrades, to +3 from their base amount of stars. So instead of giving a weapon in the random range of those 4 stars, I think it should give +1 from base, to -1 from max amount of stars. So a default rifle with max 3 stars, would be dropped within the range of 1-2 stars, while a 3-6 star weapon would drop as 4-5 stars.
For weapon upgrades, a consistent issue has been that disassembly bonuses do not apply to partially upgraded guns, and that disassembly gives a random amount of parts. Instead, I think this amount should be fixed, about halfway in the ranges that they can currently drop. Then, upgraded guns can just drop that fixed amount + the total cost for the upgrades they had.
That way, it would become much easier to upgrade weapons consistently, without having to rely on luck to get what you want.
In addition to this, I think the devs should add a bulk equipment box that give ~5 random equipment pieces for a silver order to let us use silver orders to get equipment.
