Why do they have different cloth? Did the commissar got a couple of remants or is the chaos intentional for partisans?

yeah.
partisans / milita gets what they can find.
similar to the volkssturm, uniforms ( if in the third echelon ) were literally just civilians and volounteers clothing so.

Yes, on purpose. As if it wasn’t a regular army
i like to think wearing units with different clothings or same clothings, has an psicological impact.
because the enemy player does not know how many units you have waiting in a corner and what not.
or, if you have different looks, how many squads are there.
so, if you they look similar / different will keep them wondering
i remember in a 1v1 squad against a friend where i selected my normandy army fully made of grenadiers with the zeltbahns and he kept asking how many soldiers i had in my squad always apearing with the same uniform
might not happen most of the time, but kinda funny.
