Sanction? Well, how do you know who is not giving their best, and who just plain sucks? 
I play a lot of games with people who piss me off because they won’t capture or defend control points, but in the end, it is just a free video game which apparently were told doesn’t have enough players, so, I doubt DF is going to have an appetite to sanction the players it does have.
