kind of is relevent because you can almost always spawn a hanomag while BT-7a you have to compete with other tanks like t-50, here is some other things to consider BT-7a has almost double the reload time of the hanomag (6.2 base compared to 3.3 based)
Thats exactly why I have proposed to significantly increase its relaod speed. So the apc isn’t effectively used as better equivalent to stug A.
The cannon should be just secondary feature. Tho, I still believe putting on BR3 is not good way hot balance it. Especially since it still can go into low br queue anyway.
