As someone who lives in close proximity to that country, I can say that… Latvia has quite a significant portion of Russian-speaking people. Only about 60 % are speaking the native - Latvian - language. Similar to Estonia.
Frankly, I don’t really know the details of the studio, but it is possible that it is dominated by the Russian-speaking employees, if not filled completely.
