Put frequent deserters in a low priority matchmaking

Deserting because “I hate this map and I will leave all my teammates behind to die alone” or “those enemies look evil and I am scared” ruins the battle for those who stay.
There should be some demotivation for deserting, which there isn’t now.
But not too harsh because we lack map preference system.
Until then, deserting could give a X minute cooldown period.
After that time they can join another battle.
The penalty is not too hard and not too soft, they might desert less.
