you don’t really need to punish those who do not place rally points.
you get punished either way by losing the match.
let alone not everyone having engineers ( if we consider prem squads where only 3 or 4 of those squads has engy compared to all 30+ more squads. )

moscow and berlin
In moscow Pak and Flak are ok. Nothing crazy but they can do the job. So I wouldn’t call them useless.
As for berlin I have no idea.
