Potential bolt action perk

When firing bolt actions (mainly snipers) it can be a bit jarring when the soldier lowers the rifle to cycle the action. I suggest a perk that allows the soldier to cycle the action whilst still being able to aim down sight during the animation.

an alternative to this is allowing soldier doing that while bracing a weapon, right now bracing your rifle doesn’t give you any miningful benefit
