Just take the piat and test it in practice mode against the tiger. You’ll figure it out for yourself.

You said you cant kill Tigers with PIAT/ useless.
Yet reality is different. It can kill and testing range is not necessary the best way to test as @gastanofrizzi explained in terms of lack of crew members.

This is the same as shooting at tanks with an anti-tank rifle boys, no fun, too low efficiency.
