The firerate of the Winchester 1866 is ridiculous, it actually rivals the M1 and M1A1 Carbines, it’s practically a semi-auto. It’s very much jarring to see your character cycling it so fast, the firerate should realistically be somewhere in between the Winchester 1895 and Lee-Enfields. At least in my opinion.
It also seems like the game classifies it as a semi-auto. Normally with manual weapons if you hold the fire key, the cycling animation won’t play until you release the button. But with this one and some “single action” revolvers that doesn’t happen, meaning they’re practically just semi-auto’s.
So all in all this is rather silly, which is a shame because I love lever action guns in general, both in game and IRL.
I would have no problem if it was that speed, because that would be a lot slower than what it is in game. In the game it seems like your character doesn’t even wait for the hammer to fall before cycling.

The .44 Henry cartridge is only about 35mm long, so much easier and faster to cycle with this action than the 1895 full rifle cartridge at 57mm - ie you get much better mechanical advantage from cycling the trigger guard
My issue is less the RoF than the fact that it seems… half animated. Maybe that’s because of the RoF, but it doesn’t even look like the character works the action, at all.
Well, there are “THREE” level one semi auto rifles, and the other two shoot “TWICE” as fast and have over “TWICE” the mag size as the Winchester, but I hear no one complaining about them. I am going to call them all semi auto’s for the sake of argument. Yes, the Winchester hits harder, but shoots less then half the amount of rounds at half the speed, not to mention that the Winchester takes almost “THREE” times as long to reload as the other two rifles
There are no apples to oranges comparisons in Enlisted, but IMOP there is no problem with this being a level one gun, and at it’s current specs. I would personally increase the Winchester to 12 hitting power, and the Beretta and KB to 10.
IMOP the KB is the best of the three because I have and use all three, however I use the KB at level two, but this does not mean I am on here clamoring for it to be moved to level two.
