It cannot one-shot soviets with vitality and body armor to the chest, and its one-shot range is a mere 11m. Its by all means a bad gun under current conditions.
That and the G41 goes up to 12.7 base damage. 
Isn’t Japan also missing a BR3 AT weapon, BR4 SA rifle, and BR4/ BR5 mortar?
And what about low-BR planes that do not need to launch from the carrier?
