I got some weird experience with this, remember when Japan was BR4 only, always downtiering thus they dominated BR3-4?
I used to play BR4 Japan at that time with just Type 38 rifles, Type 100 (early) and a single Type hei (late) and because we always won, I got more XP that way than I would have if I played Japan BR2 and got destroyed hard by US which was doing superb in that BR at that time.

No. The main problem with machine guns is their debuffs, which makes them practically useless. The RD has no debuffs, which makes it the best.
