Issue with Kalkhin Gol is you can’t 30 levels out of the available equipment for either side, even if you go all in on prototypes.

Not even, because who would either side capture from? Khalkhin Gol was 1 battle, not allowing for either side to capture much from each other, The Winter War comes after this so the Soviets can’t have Finnish stuff and while maybe the Japanese can have captured Chinese stuff, all that would really do is fill in some holes in the Japanese SMG lineup, while the Soviets still lack LMGs.
