It’s not just tank warfare. Emphasize, the 47mm HE shell is not strong. On the other hand, the Pz.IV C’s 75mm HE rounds would be hell for infantry.
the ammo you have will be APHE and HE, and HE will be disastrous for infantry. 47mm armor piercing rounds produce very little fragmentation, while 75mm APHE rounds will fragment much. The tank battle between Somua and Pz.IV is much more unfavorable to Somua. Infantry pressure is also at a disadvantage.
French tanks are not only at a disadvantage in anti-tank warfare. In the case of the s.35, it has almost no anti-infantry ability compared to the Pz.IV type c released at the same level, and the pz.IV can slaughter infantry.
This also brings a huge problem with the balance between tanks in Enlisted.

If we exclude boring Winter war, Japan vs. China and CW vs. Japan is far less boring because no Yankees, no Russians and no Germans. British Empire was used like 1,5 times which is low for Enlisted standards.

CW has one actual campaign and else just share 3-4 guns in American tech tree which isnt impressive. If you would be able to read, I said this is copy+paste, but at a much lower rate compared to Germany for idk how many times now or America or glorious Soviet Russia.

If adding France you will have a faction that will have very little copy paste, and the other faction basically copy paste. The CW campaign will have 2 copy paste faction. 1 unique faction is Better than 2 copy paste faction.
In my opinion the selling point of a campaign is its scenery for lack of a better word. I think its fine that for every campaign that will ever have Germany we will end up unlocking MP40s, MG34s, etc because we have to work with what they had.
Of course maybe eventually they will overhaul or change the campaign unlock system as we get more and more content
