I am going to ask small cannons for infantry, for give an example in Japan faction the classic from 1935 the Type 11 37 mm infantry gun, so they can have stuff in low power for have extra power against other infantry
if it function like any other 37mm gun, then it will be useless. you would need to directly hit enemy soldier just for it to die. AT guns have HE shells and are much more effective at dealing with infantry than 37mm.
basically it would be just unwieldy BA rifle that cant move and has slower reload.

As much as I like the Type 11 37mm (which was adopted 1922 btw, not sure where you got 1935 from),
something like a Type 92 70mm infantry gun would be a lot more useful tbh.
70mm HE would have enough splash damage to be useful and the Type 3 HEAT ammunition it can fire penetrates 90-100mm of armor, making it a viable AT weapon as well.
For other Nations the German 7.5cm leichtes Infanteriegeschütz 18, the Russian 76mm regimental gun M1927 and the US 75mm Howitzer M1 should work.

Yeah there was an idea like this suggested before. Allowing Rifleman Squads to have a field gun or small howitzer for a buildable gun
