In my opinion, the realistic equipment discrepancies should be represented as accurately as possible and perform “balance” adjustments through some other means than making up weapons that had no bearing on any battle.
Easy examples:
*allow Japanese to have an extra fighter plane in the air to represent the early air superiority of the Zero.
*Allow the Japanese to have two extra squads in the roster to have gaming balance of asymmetrical weaponry be achieved by asymmetrical forces.
*Increase the Japanese reinforcements during their assaults
Not all balancing concerns have to be resolved with artificial weaponry unless this is supposed to be a cheap knockoff of a bad game like Vanguard.
