Try this:
Locate your “Enlisted” in which your Enlisted.exe is located. When you found it, it has many subfolders, one of them kalled userGameMods. Just drag and drop it into userGameMods. then start the game. Does it work now?
It still doesn’t work. I replaced the background created by other authors but it still hasn’t taken effect. It should be my problem.

If user made usergamemods folder dont work, Delete the usergamemods you have created in the folder and open the editor, this create another usergamemods folder who work

I could tell you another method:
-
delete your userGameMods folder
-
open “modsEditor.bat” and choose a map and load it
-
close it again
-
put the hanger.blk file into the new userGameMods folder which will appear
-
normally start enlisted

he does thave the Capitals G and M
( unless he misses the final uncapitalized s )

I think it’s more a folder address problem, I had the same problem when I modded star wars the empire at war, if the folder to mod the game wasn’t created by the editor it dont work

But think that it may happened because of chinese language in path.

The letters in the folder are correct. I copied and pasted them directly. Perhaps I should use an editor to create the folder.
This mod is better than the actual victory day parade this year lol
This makes me want to do some custom hangars myself honestly.
