Give the USSR 100 round M1921 the same dispersion as the new JP M1921 Thompson

Those are litterly the same modells used so why does one have 0.21 dispersion and the othere 0.58 dispersion?
So eighter make the USSR dispersion worse or buff the JP ones to be the same dispersion. Or adjust both to a value in the middle as 0.21 already is broken for an smg.
