perhaps this would be a solution, but it is impossible to say for sure.
It seems balanced as a broad concept and could be advanced further no issues, BUT I personally think it has one issue - you would effectively choose how much you wanna cost the team, which would suck when having noob teams that waste tickets like crazy…
Also a 9 man squad with bolt action rifles in not more valuable than a 7 man assaulter squad with SMGs, those squads are already smaller for balance reasons. Its just BR5 select fire rifles that break that concept.
