Again wrong - there has never been a shortage of 6.5 Arisaka - they could have purchased as much as they wanted from Japan since they were neutral towards each other for most of WW2 (and Arisaka still hasn’t run out as of today!)
What was in short supply was the rifles - only why buy foreign ammo for a small number of rifles in a different calibre (thus using foreign reserves/hard currency/gold and adding complication to supply lines) when you are in the middle of an existential fight and all valuable resources are better applied to keeping up with production of things that are not complicated?
For reference - the Moscow militia arsenal had nearly 9000 6.5mm Japanese rifles (3260 “good” and 5500 needing repair) and 882 “good” 6.5mm Federov “submachineguns”, with 67 needing repair.
While that would make for a great Auction at a US arms dealer, supplying the caliber was a needless complication - everyone got Moisin Nagants instead.

Yes, they already have a track record of double standards when they offered a Soviet Paratrooper squad with fully changeable weapons loadouts, but never offered the same for any other faction. So, they have a history already.
