Not whole but most, It mostly was Low-leveled players who to Camp far back with stock Gewehr 33/40.

I have multiple campaigns maxed and I still use bolt actions when I want, even before the buff. I don’t want to just use my MP43 + FG42 assault squad in Normandy, some days I instead want to use my MP34 + Kar98k assault squad. Hell…I even use the Springfield in my Normandy MG I squad. Some matches I even decide to run 3 sniper squads because that’s just what I want to do at that moment. Other matches I decide to be a douche bag and run 3 assault squads.

BA buff is partially good, but as i said befor the main problem is it makes everyone snipe with basic rifles, either with scope or not, and just leaves the point.
I mean, I wouldn’t care Devs buff Bolt actions or not if they have made Damage decrease per Distance larger.

Someone sniping and getting kills is honestly better than running into explosions and dying instantly.
