So I understand - Horizontal recoil is harder to control than vertical recoil, so it must be more expensive.
As a result, the perk only subtracts 30% of your recoil whereas the vertical recoil perk subtracts 40%.
But not only does the horizontal subtract a smaller percent of your recoil, it also costs 133% more to purchase with your perk points, as if the 10% less effectiveness wasn’t a good enough de-buff yet. Additionally you can choose how much vertical recoil reduction you want as the perk is separated into four stages. You can’t do that with the horizontal recoil perk.
My suggestion is to reduce the cost of the horizontal recoil perk to at least 14.
