Why is it if I equip BR3 weapon on my Japanese squad, it says I will be matched with up to BR5?
Because poor allies and japs get BR +1-2 when you play BR 3

Last night I played two level three Allies games. The first against the Germans, and since my side won I played again. The second was against the Japanese, and my first instinct was just to desert as it is ALMOST ALWAYS level five Japanese I draw. Anyway, it became clear very early that for the first time since Moses parted the Red Sea that I actually drew level two Japanese. I was so excited, I almost couldn’t play. 
Won that game and I decided I better not push my luck, so I quit and went to bed. I only chose my level three Allies because one of my daily goals was 50 MG kills, and since I have four BAR squads in level three Allies I decided to give them a shot.

Unrelated to your question I noticed that your using the type 99 late, I’d recommend using the type 38 rifle and upgrade to have a even faster rpm.

I know right–it’s just I feel I have better aim with Type 99 somehow.
+1 is only softrule and only applies if there are enough players, however Japan does not have enough players which is why BR3 is almost always matched against BR5.
BR3 US players are also regularly sucked up to BR5 because of Japan.

I find myself in the same situation. I want to enjoy those new Hino rifles, but the dread of facing BR V as soon as I equip one makes me think I’d rather stay with my current BR II lineup for now. I bought the Hotchkiss and been having fun. Btw, I also prefer the sights of the Type 99 rifle, even thought it’s probably one of the slowest bolt-action rifles in game, but I just like it. Probably my favourite bolt action iron sights in the whole game, I’ve managed some very long distance shots too.

Japan’s BR 2 lineup is really good, imo it might be the most enjoyable to play (Good balance and no gaps of equipment, decent vehicles, and actual ww2 guns).
But I think their BR3 lineups is underated. They get really good SMG (both SIG1920 and Type 100 late could be contenders for best BR3 smg if the ppsh box wasn’t so biased), they get really good MG ( imo KE7 is even better than the BAR A2). They suffer from terrible semi-auto, but this is solved partially by the Hino rifle. Their vehicle (both planes and tanks lmao) at this BR are mostly dreadful though.
As for people fearing BR5 when playing BR3, yes it happens often, but tbf this also happens for the other faction, regardless of the “soft rules”, and as a BR3 play any faction enjoyer, I think it’s worth it.
