Since the golden order soldiers can get 20% XP bonus, let the use of weak but matching higher tier weapon also provides a small XP bonus. Of course let them be cheap, too.
It currently is “cheap” to research and upgrade.
Only thing its missing is the “exp” but doubt such guns will ever exist in the game.

Was there argument at all ?
Only even remotely reasonable “argument” would be to provide HA Immersion, but since you said your motives arent the HA there really isnt even argument to begin with.
Plus there is such thing as “skill cannons” or “swag guns”.
If anyone played BF1 you’ll remember the last dlc Apocalypse introduced some guns like RSC SMG, while far from being power creepy, was instead a way for good players to show “I can beat you even with that”.
No one would be forced to play with mp 3008 in Berlin but if you want to show off, you just as well might.
The biggest benefit here being that VS weapons will be gone from early war maps.
The Garand Rifle Grenade should also become Level 3
As a body, the Garand is only a level 3 automatic rifle for the US military because it has no choice.
The recoil is the worst among level 3 full power rifles
Moreover, neither the offensive nor defensive performance in actual combat was outstanding.
It is obviously not a valid reason to regard semi-automatic as too powerful.
Anti-tank grenades are the purpose of using this equipment
If other versions of anti-tank grenades are not available, the weapon should be downgraded
Because the performance of this weapon does not meet the standards for combating a level 5 environment
While other countries hold Level 3, only the US military has Level 4, which obviously does not meet the fairness of basic functional equipment.

Their survivability and firepower are significantly below Level 4 standards
