I have vitality on some soldiers and they will often still get only downed by most shots. And it’s just a matter of shooting first and shooting sharp who wins a gunfight now.

Well technically bullet size doesn’t always mean same damage. Grain size as well as barrel length have a huge factor to play.
For example the Boys AT rifle is a higher caliber than the Pzb 38 yet the Pzb is stronger in penetration.
