Avoiding low-cost abuse of items

Low level battles should avoid the abuse of explosives，especially White phosphorus bombs and Bombing grenades.
So we should use 1st ranked，2nd ranked，3rd ranked and 4th ranked soldiers to have permission to assemble different items.
Of course，some normal item：grenades, smoke bombs, explosive packs, incendiary flasks, TNTs, medical kits, toolboxes, small backpacks, small ammunition packs, small grenade packs, water kettles, telescopes, shovels, axes, military knives, and stingers can be equipped at everyone.
However，White phosphorus bombs，Bombing grenade, large backpacks, large ammunition bags, large hand grenades, anti personnel mines, anti tank mines should be limited.

I definitely think equipment and sidearms should be given their own BR rating. I’ve been using my C96 Schnellfeuer at BR2 and it definitely isn’t fair lol
