Most gold order tanks are just reskins of the progression tanks but suprisingly some are unique vehicles entirely.
I currently only know of 2 tanks with diffrent armor on their gold order.
First the italian M13/40 and second the F2 Großdeutschland in Stalingrad
The M13/40 is basicly a M14/41 but with 1 piece of armor replaced with a thinner one.
The unique F2 in stalingrad isnt a normal F2 nor a 4G as it has the bonus tacked armor like the 4G but with only the 50mm front plate of the regular F2 making it a better F2 (especialy relavent for non full acces players).
Do more of these special gold order exist? (in the present or past)
Does this happen with planes to or was it limited to those 2 tanks only?
Yeah, off the top of my head, for example with the gold order Pz IV/70(A), which doesn’t have the track armor, same thing with the gold order M4A1 76 W.
Planes only have a different camo/decal, they can’t have any extra armor or anything like it.

but to answer OP questions,
gold order are just reskins and allows you to have vehicles already upgraded with unique camouflage and without the need of having to upgrade the base squad ( although you will need in some cases, the base squads in the free to play counterpart/varient to use that said gold order vehicle )
i too believe should be something unique and at the same time, not be too powerfull or necessarely better than counter parts.
just something unique.

sdkfz 251/22,
or, for example, field modifications such as
T26E
or, LVT with m8 turret:
and generally unique vehicles and slight upgrades that in some cases wouldn’t fit premium vehicles or base grinde vehicles.
hence, something unique, fun and not necessarely strong 
but perhaps that’s my idea.
we’ll have to make a suggestion about it…

Issue with that is you will eventually run out of vehicles and no sweet premium squads.
I think making them cheaper and not releasing three Ha-Gos in a roll would help.
it’s full of vehicles out there.
i doubt they will run out of those.
beside, they can always propose older ones.
Well. WT does and it also depends on how Df will treat APCs and jeeps in the future.

The M13/40 also has a slightly worse engine, which is noticable when attempting to climb hills.
I’d like to see more minor variations on gold order vehicles myself
