AA in game is not for defending aircrafts but anti infantris. Flak38 is too powerful and should be taken place by Flak 30, 25mm 72-K such as single-gun AA. Each conuntries shold have their own special AA.

in my times all AT canon had the same model, german pak (Closed Beta)
and we only have 1 MG, Madsen but whit DP model

if it is used against planes, then flak38 isnt too powerful. specially if you include stupid desyinc. so single gun AA would be terrible against their main purpose and that is killing planes.
if you want to nerf it against infantry, then sure go ahead, but dont nerf their main purpose…
