That is a very good point.
Didn’t like the change at first as I tought it would mean I had to get low level perks I didn’t want, or keep all my soldiers unspecced untill they where atleast level 4.
But then I saw that you get respec points quite frequently if you just use your soldiers.

Well, this is fixed … but my only rank V soldier is gone!! Timofey Basov went into history as my only rank VI and then was Missing in Combat. You would be remembered, comrade!
Great news!! Timofey Basov was found, wandering, suffering from a concussion in the village of Vulkovo, and has joined a team of snipers until he can re-join his unit. Rejoice!!
