You kind of answered the problem yourself.
When you want maximum effect out of the bullet you dont want it to over penetrate which is exactly what 7.62x25 does.
Guess why HP / SP round were invented ?

The soviets had soft armor but it tended to cause more suffering since it didn’t stop the bullet completely.
And if a Tokarev round hits your bones, you are going down immediately…
